The new Palestinian prime minister has unveiled reform plans, but faces serious obstacles

The incoming Palestinian prime minister said on Tuesday he would appoint a technocratic government and create an independent trust fund to oversee the reconstruction of the Gaza Strip. The AP agency informs about it.

The AP agency managed to obtain the program statement of Muhammad Mustafa, in which he presents an extensive plan for changes to the Palestinian Authority. Its reform is demanded by the United States as part of the post-war vision of conflict resolution.

The Palestinian Authority controls only the West Bank, and was completely pushed out of the Gaza Strip by the Islamist movement Hamas in 2007.

Israeli Prime Minister Benjamin Netanyahu has categorically ruled out the return of the Palestinian Authority to the Gaza Strip, while his cabinet also rejects the possibility of a Palestinian state.

Palestinian President Mahmoud Abbas appointed Mustafa as prime minister last week. He previously served as his economic advisor and is an independent candidate with no political affiliation.

Mustafa was educated in economics in the US and plans to appoint a technocratic government capable of winning trust at home and support abroad, according to the manifesto. He also promised sweeping reforms with zero tolerance for corruption. In addition, he wants to reunify the territories that Israel has occupied since the Six-Day War in 1967.

The manifesto makes no mention of the Hamas movement, which won the last elections in the Gaza Strip in 2006 and continues to have many supporters among its population.

The Palestinian president continues to maintain full control over the Palestinian Authority, although his mandate expired in 2009. He refused to call new elections, allegedly because of Israeli restrictions, but according to polls, the majority of Palestinians have been calling for his resignation for a long time.
